Unironcially he’s the only one who could pull it off. How based would it be if someone he’s got heat with won the rumble and he came out and demanding his entrance be played etc and he enters as 31. But WWE is too soulless for this these days

It would inject a fun twist to things if the Final Boss can just change the fucking rules whenever he wants. It’s basically like Rock permanently has a MITB briefcase that lets him do whatever he wants, whenever he wants.

Want to be #31? It happens.

Want to take a title off someone and give it to someone else? It happens.

Want to add new stipulations to a match in the middle of a match? It happens.

Problem with that, of course, is that it undercuts the stakes and drama of everything if Rock can just go God mode and immediately change it willy nilly. So before you deployed this gimmick, you’d need to figure out an off-ramp or a counter-balance.

But it would definitely be a way to have Rock’s presence overshadowing everything all the time, which I’m sure he’d love.
