Cody had the perfect heel persona when he bleached his hair blonde and started wearing a suit. He could have made a terrific career off of that. Then he decided he needed to be a face, even though he had no compelling stories to tell from within the Good vs Evil axis. All of his storytelling has revolved around lore and personal history, nothing about diametrically opposed goals or morality. There's no compelling narrative with him under his current persona.
