the young lions system just doesn't work in the current age. you can't just have a bunch of green rookies in default black spandex gear wash backs and eat pins for like 3 years and expect their perception to change when you finally decide to give them a gimmick. they should take a hint from joshi promotions, who at least give their rookies a unique look and build their gimmick from day one.
