WWE already have developmental (NXT), developmental for the developmental (Evolve), WWE ID, WWE NIL and Main Event. TNA doesn't have value as a regional promotion like AAA. If they wanted to start a Japanese or European branch they could and using the TNA name would be a detriment to that. I just don't see what WWE would get out of buying TNA.
