Because Tony doesn't book to draw fans. He books solely for himself, and he's too into professional wrestling to appreciate that more people would watch his shows if they had some actual restraint. He's also a giant pussy who refuses to tell his talent to tone down and lets them do whatever they want.

There are a millions different factor that goes into if something is going to draw or not. There are plenty of promotions that had way better matches than AEW and were seen by even less people.
