Hogan was actually a really good technical wrestler. He just never really got to show it except in Japan since the American audiences didn't want to see technical wrestling. So if anything Hogan is the GOAT because he was great at pretty much everything in the business.

Wrestling ability means being really bad at wrestling and botching half your moves and doing overly choreographed dance routines in every match. Why that is considered good is anyone's guess
