Ideally I'd imagine you'd want a combination of both.
But if I had to give weight to one or the other, it would be in favor of the guy who sells tickets and draws money. That implies a connection with the audience on some level. He's entertaining fans to a degree that they want to pay money to see him. And entertaining fans is the name of the game.
Oddly enough, I say that as someone who prefers sports-presentation and only watches Japanese wrestling these days. But great matches by themselves ain't shit - people have to want to see you put them on.

I'll add that part of the problem is the way people are booked as faces and heels.
Obviously, there are exceptions, but got a charismatic guy who plays well to the crowd? Traditionally, you make him a face. Got a guy who can go but does fuck-all in terms of winning the crowd over? Make him a heel and have him do bad guy shit - if he can't win fans over, at the very least he can be a good in-ring foil against wrestlers who can.
Not a hard rule, of course - there have been some hyper-charismatic heels all throughout history (Gorgeous George wasn't a face). But people should be coming to see your faces, and uncharismatic babyface who can put on really good matches has a very low ceiling.

AEW lost over half its viewers, WWE used to get 6-8 milly every week and can’t even get 1 now. The new way Nielsen calculates ratings has led to record high ratings for every other live sport on television but it’s caused wrestling ratings to crater.
