Rock is similar to Hogan. Nobody ever said they were the greatest mic workers ever but they know exactly how to make the crowd eat out of the palm of their hand. You don't need to innovate with every single promo when your charisma is off the charts

There was a brief period, after he turned heal and gained a clue but before he bcame the people's champ, where his promos were genuinely some of the best of all time. Where is spoke with speed, confidence and conviction, where he had his catch phrases but just dropped them in casually throughout the promo without breaking pace, rather than them being the focus of the promo. Good God that's an overstatement. Prime Austin and Rock are in a class all their own when it comes to mic skills. What you identified as Rock's ability in "controlling and reading the crowds" is essentially the measuring stick for good mic work. Neither Cena nor Punk came close to matching Rock at this. In fact, neither Cena nor Punk could measure up to Rock on the mic when they were directly feuding with him. Punk, especially, was mogged off the screen when he delivered his cringey "boxing with God" promo, filled with trite one-liners like "I'm swingin' for the fences!" It did take Rock a good five years to reach his peak -- from his initial heel turn and name change to his later "Hollywood" heel turn. He was good as he developed, but by the time he was getting the entire audience invested in a minor comedy feud with a cruiserweight like Hurricane Helms back in 2003, he had reached the same summit that Austin rose to. All of his work in the buildup to WM40 should have reinforced that no one has since come close to that summit.

There's a promo Austin cut in the ring right after he regrettably got the "WHAT!" chant over where he talks about the condiments he put on a hot dog he ate. The crowd was going fucking ballistic the entire time. I think he was showing off at that point, proving the point that he was so over and so good on the mic that he could act like a complete retard and still promote a PPV better than any horseshit script the writing staff might have had for him.

He was born in tbe right timeframe. Nowadays he would be nowhere as over, given High level mic works requires improvisation (something Chez is an absolute master with), while Dwayne was well know for preparing his whole promo, word to word, on the backstage

Austin even somehow managed to turn into cringekino even the silly vignettes of him and Angle competing for Vince's approval in mid '2001. Altought being paired with Angle, a master at being comedy without losing credibility, surely helped
