Looking back it was objectively the correct decision to have Roman go over first, but it would have been a fucking disaster had they not pivoted the 40 main event to have Cody finish the story.

38 was better but 39 was the last one that actually felt like Wrestlemania. while the build to 40 was really good, the event itself was soulless and boring. no atmosphere at all.
