That's all planned by Triple Nose and the rest of TKO. They don't want stars known outside of the industry. Cody and Roman are in Street Fighter because the Rock likes them both to try and see if they'll sink or swim in Hollywood, but WWE as a whole is resistant to making stars bigger than them.
