Because despite being thrown together, the feud will likely be fairly tame. Cody and Randy can tell a good story but it all revolves around "is Orton going to go full Viper and turn heel to win the title?". Mania is the payoff to the story and whether Orton gives in. Or maybe they swerve us and have Cody turn instead.
