Why wouldn't they just make the Elimination Chamber match a title match, have Cody win that, and then afterwards set up a tournament for a title shot at WrestleMania against Cody, with the final match being Drew vs. Randy, having Randy go over, and there you go, you have the Randy vs. Cody title match at WrestleMania.
