He's definitely top 100, possibly top 50, there are plenty of guys better than him but he had incredibly clean execution, bumped and moved well with perfect timing on a lot of stuff
If you go back and look at some of the sequences it's incomparable to some of today's top workers, he was basically a much more refined and reined in (to his benefit) spotmonkey.

You could genuinely shoot every wrestler in AEW and every single one of their fans and the overall number of wrestling fans on earth would instantly increase because people interested in this sport wouldn't have to suffer the stupid shit that the gayest gatekeepers on earth keep writing online

All 4 pillars are better. Most ROH world champions were better. Half the 80s NWA top guys were better. Every 2010s NJPW main eventer were better. Add a couple dozen joshis and luchadors. Bret and Austin too, even Benoit.
