That's classic King's Road booking. You'd struggle to find anything in 90's AJPW that wasn't initially presented in a tag team match. If they had brought it out in the title match this is building to, the crowd would have no idea what to expect. Now that they are building for a title match a week later, having Kobashi pin Misawa decisively with a new move immediately makes things more interesting and makes the torture rack the scariest position to be in. It makes perfect sense.

Webmrel is another good example. Imagine if Misawa just got a title match against Jumbo without them being in an extensive tag feud and setting up Misawa's elbow as The Move of the new generation. The entire match basically hinges on Misawa having his one weapon to hold up against Jumbo's years of experience.
