He had a ready-made story with his dad's never having won the championship, which coincided with Roman's long run as heel champion. He was still a Vince signing, and I don't think even he really thought ahead more than his feud with Roman and 'finishing the story'.

And of course with TKO, they have zero clue. Even with an almost ready-made gift horse of a generational feud, they almost fucked it up twice, once by delaying him winning the title for a year in 41, which would have blown everything up if either one of them got injured, and second by almost inserting the Rock into the main event of 42 over Cody. So expecting them to have any sort of plan after 42 was a fool's game.
