Mostly what they are doing - giving some wrestlers stipends to be able to do various indies and improve. And continuing to fund some indies like Reality of Wrestling.

WWE really messed up by not buying up or building their own little bingo halls decades ago. They could have gotten some of those places for almost nothing back in the day and could have ran shows and held training schools there. It would have gotten talent a lot of experience, increased their local footholds and generally just kept other promoters out.

I'd maybe offer promising ID wrestlers a free seminar at the performance center a couple of times a year. Travel and hotel they'd probably have to pay for themselves, but once they've gotten there, a free day/weekend at the PC with some of the trainers.
