I don't think he sits down and tries to think of unique or novel ways to use his talent, I think he just mathematically sorts and books dream matches and lets other guys (Will Washington?) handle the writing and they're piss poor at it, and Tony gives it all a stamp of approval because he's too nice. Or he allows the wrestlers to do anything they want, like Mox turning the Death Riders into a gay bdsm club. I think WWE sucks in a worse way but AEW is not all that great to watch except for good in-ring work.
