The nxt guys all get emergency callups and succeed. This show is designed to replicate that success, with boomer proof rules. WWE will book the tournament and pick a winner. But in case they do something stupid and try to push another shitter, the fans can override it. 2013 Daniel Bryan would get squashed, and then win the vote. 2016 Roman would win, and then get vetoed. 2023 Cody would win the booking and the fan vote. That's the appeal here; it's a way to prevent their history of bad decisions. (although they should just fire the boomers but this is a start)
