well, because TKO feels like no other storyline can be allowed to progress until there's a proper conclusion to the Bloodline story, since Triple H ended it on a sour note.

it was never supposed to conclude with Cody defeating Roman for the Undisputed Belt at WM40 nor conclude with Roman taking back the Ula Fala from Solo in 2025.
