People from places with more sun got darker skin to project them from ultraviolet rays. People from places with less sun have blue eyes because it gives them you better night vision. That said Japan and China have pretty similar evolutionary factors, the differences you notice are probably a difference between north and south more than they are Chinese and Japanese
