For hundreds of cycles, the galaxy has been in turmoil, the fall of an empire once thought eternal dooming trillions to a thousand different dooms. Threats once thought banished forever to the infinite darkness between the stars rising up to savage defenseless worlds or subjugate their populations into slavery under inhuman masters. Petty warlords carving out swathes of territory before setting it ablaze in brutal wars of conquest. The peace and stability of the Empire long forgotten, burned to ashes in a million different conflicts on the surface of a million different worlds.

Not you however. Through luck, chance or perhaps the intervention of forgotten gods, your people have survived the long darkness of the collapse and have emerged. Your glorious histories may have been forgotten in the millenia since the fall but the ink is ready to record your future deeds. Whether through luck, guile or martial excellence, your people will prosper and with luck, seize the mantle cast aside in the fall.

You remember it.. the dark days of the fall when everything you'd fought for, everything you stood for, everything you held dear collapsed in on itself like a dying star. You weren't surprised to be honest. The Empire had grown too vast, too complex, too corrupt. When the rot began to show itself, you knew that it was only a matter of time until even the juggernaut of imperial might collapsed under the weight of it's own diseased bulk.

And collapse it did.

You had seen entire sectors burn themselves out in infernos of violence. You'd seen petty empires rise and fall in the chaos, generals and governor's giving way to warlords and chieftans, all trying and failing to hold even a scrap of the whole together. You'd read the writing on the wall and you had simply refused to take part in it. One man couldnt hope to hold back the tide of the collapse and even with the resources at your disposal, you had known a lost cause at its face.

And so you'd simply left.

Burning hard for deep space, some would call you a deserter. Some a coward. Others a traitor. Such words would normally leave their speakers gurgling in a pool of their own blood but the speakers are long dead. Millenia dead at this point. And what can the dead do to you at this point but haunt your dreams? Their ghosts and their judgement have withered away to naught but ash in the stellar winds and you, you have survived.

You sometimes think that they were the lucky ones.

The gift throbs beneath your skin, pallid and streaked with oily synth-muscle, stretched tight over a frame you barely recognize as your own, that few would even recognize as human. Are you even human anymore? You try not to wonder too much about that. Not that it matters anymore. Your veins glow softly, lit from within with a pale luminescence as the gift swirls through your blood.

Your blood... Well you suppose it is now after all. The thrall has no more need of it, the half drained husk dangling from the harvester twitching softly as her vital essence is siphoned away. You spare the thrall no more than a glance, your eyes sliding over the viewport aboard the bridge of the Maw, taking in the vastness of the Maelstrom, the nebula that your fleet has called home over these long centuries. Your pallid lips curl over teeth stained with gore.

It's been a long time in the dark. Long past time for some shore leave.

It has been far too long in the dark. Your Legions hunger, their fangs growing long and sharp in the stygian blackness of their torporish slumber. Hollow eyed Thralls wander the decks of the Black Fleet in huddled packs,, desperate not to seem laggardly or weak in the eyes of their masters, scuttling from one task to the other in their haste to not be snatched away and drained of every last vital drop, their withered carcass tossed to the Wretches in the pits below. The strongest of their number bear the privilege of guarding their masters while they slumber and fighting for their glory when the Fleet descends on a prey world. Those that prove themselves worthy may even be elevated to their masters ranks, the Gift coursing through their veins and cursing them forever with the terrible thirst.

Your taloned fingers play over a data scribe and you spare it a glance as you review the information sent for your approval...

The Black Fleet is vast and the crews who serve upon it are vast but many of those vessels are derelicts no longer fit for combat duty, their bulks slowly being absorbed into the Maw little by little as they are scavenged for parts, converted into little more than glorified barracks, launch platforms and storage bays. Just as the fleet has deteriorated in these long years since the last great hunts, your captains and generals have allowed your forces to wither and shrivel with disuse.

You'll certainly have to kill a few of them for this. It's honestly shameful.

This atrophy must be stemmed with fresh meat and blood. With a flick of your taloned fingers you scroll through muster reports, readiness inspections, inventory lists, faster and faster, the information would have been a nonsensical blur to human eyes but the Gift has changed you in ways few can truly comprehend and so the information is sorted into the black matter of your brain in fractions of a second.

"Imbeciles" you mutter into the darkness, placing your data pad to the side and leaning back upon your throne and gazing out upon the Maelstrom as it swirls through the void, harvester ships flitting through the motes and leaving wisping vortices in their wake.

This simply won't suffice.

Do units automatically upgrade within their tier with enough experience? For example, War Hounds are just better Mauraders, so would a Maurader unit that survive long enough while seeing combat eventually become a War Hound unit?
I don't expect any of our low tier units to upgrade into, say a Bloodsworn without intervention from us though.

Yes, units that gain enough experience will upgrade within their own tier or can be upgraded with additional equipment/combat doctrines. I'll say you can invest into basic units to side grade them into different units. You want to upgrade Marauders to War Hounds? That's definitely possible once they've acrued some experience.

Your talons once again play over the data scroll, tapping out conscription orders for the Marauder Legions. The Battle Thralls are little more than chaff but they serve their purpose well. Within minutes, press gangs will begin moving through the Thrall pens and selecting the strongest and most aggressive specimens for induction. Some will surely resist and be killed in the process but the weak must be culled from the ranks and it's never too early to start. You finish tapping out the final strokes of your orders and wave your hand, summoning a holo projection that flickers and shakes in midair. After a few moments, a figure appears in the projection, a robed woman, gaunt and pallid, her sunken eyes glowing softly in the darkness of her hood as she straightens from an elaborate bow. Needle-like teeth glint as she smiles with just the right amount of sycophantic charm.

"My Lord Admiral. I had heard you had awoken from your slumber. I trust you are well rested and refreshed after so many years. The Fleet stands ready to attend your will, as do we all"
Her voice is like cold oil, seeping through your ears as it oozes from her lips. Nyrissa is a... Valuable tool, far too valuable to kill, far too slippery to trust wholly. She possesses a gift for the logistical management of The Fleet, it's many hungers and needs and she always seems to be able to supply whatever is needed, for the right motivation. Just the woman you need to have the fleets supplies brought into order.

"I rested well Nyrissa but my dreams were troubled. I took my long slumber under the assumption The Fleet would be ready at my awakening. I find it in more dire straits than last I woke."
Your voice echoes around your bridge, your eyes fixed on Nyrissa as she coolly regards you before dipping her head and raising both hands in supplication. You raise your hand and cut off the words before they even start with a sharp jerk of your fingers. Nyrissa freezes as if she has been stung.
"No. I have no interest in excuses or evasions. This is unacceptable, I will have results or I will find one more capable of providing them. Now, tell me plainly, what has become of my Fleet and what solutions do you present"

Collecting herself, Nyrissa straightens and clasps her hands behind her back as she regards some projection visible to her only. She nods to herself and her eyes flick back to you.
"Of course Grand Admiral. The Fleet is in a sorry state and I do dearly wish that the blame could be laid solely at my feet but alas, it cannot. During your slumber, many of your lesser captains grew restless, hungry for plunder and fresh captives. We fired on several of them, desertion is equal to mutiny under your orders after all my Lord, but we could not stop them all and we could not leave the Maw undefended, could not leave YOU undefended. They departed in ones and twos, taking with them their men and their ships until only a skeleton crew remains after these long years. Without the men and ships to venture out in force, without you to hold The Fleet together, we could not mount anything beyond prowling the edges of the Maelstrom."
She shakes her head, turning to gesture broadly
"The terror and glory of the Black Fleet, decayed to a shadow of itself due to the restless ambition of her Captains. A terrible shame My Lord and surely one you can understand was no fault of mine. I cannot wield the authority you possess. But I make no excuses, My Lord Admiral commands solutions and solutions I shall provide."
A wave of her hand brings a secondary holoprojection into your view and your display resolves it into coherency. Nyrissa swipes through various reports, inventories and estimates as she speaks
"The Maelstrom is, as my Lord is aware, a spatial gravitational anomaly. Due to its proximity to several pre-collapse era trade lanes that are still used and luckily still patrolled by our outriders, the Maelstrom collects debris. Derelicts, rogue asteroids and comet, barren planetoids, all drift through the Maelstrom. We must simply extend our hand and take them. With your leave and a small investment we can expand our operations. There are also the trade lanes I spoke of, as I said they are still used from time to time, salvagers, merchants, smugglers, no grand prey to be found there but morsels enough. With your command, our outriders could redouble their efforts. I also have found several possible prospects for outposts, while not suitable for large scale colony operations, thralls could be put to work extracting resources. I must say that initial investiture will be... Substantial"
Nyrissa swallows and stands back, clasping her hands behind her back and awaiting your judgement.

Explaining the mechanics a bit for the Black Fleet.

The Black Fleet is very a much a feast or famine faction. Your economic production is stunted, your ships, upgrades, structures and elite units are expensive and few in number to start with and you rely on raiding, piracy and capture to fuel your growth. You are hostile with nearly every other faction and sub faction in the setting and this will be difficult to change. You can hire mercenaries at a lower cost than other factions and your ships and elite units are far better than the majority of units fielded by other factions. You'll have difficulty winning stand up battles for quite a while but stand up fights aren't your forté, you're pirates.
