But breaking it will doom millions of elderly to suffer or die, which isn't politically popular. However, many of them are deemed to not speak English well enough, have degrees from "dodgy" countries, or their experience is considered irrelevant to a Canadian context (also called "Canadian experience"), which is why they tend to crowd into low-skilled work.
