I'm tryna apply for a government grant for my FOSS programming project. Is this an artistic or a scientific endeavour?

The categories are:
>science
>art
I'd say it's science but here comes the problem. For science they mainly give grants for people doing PhD work in a university. I am a university student but this is my hobby and has nothing to do with actual research.
But if I say this is an arts project, it will be reviewed by someone who is used to seeing paintings, not code.
Fuck man.
