Either he is really smart and covered his tracks really well, no social media, from out of town, made no conversation about doing it, bought the gun second hand and without going through the background check system, used disguises that he later discarded and is now likely fled the country or the feds are incompetent fools.

They 100% know his identity by now but they don't want to make it seem like they do and scare him further into hiding. So they're going to feign ignorance while they're putting together the evidence before they grab him. Probably going to pull some DNA and prints off his gear that was left behind and discreetly get some samples from his residence and then they'll make the arrest after they match it. They don't want to leave any gaps in their case that could cause an acquittal or have it thrown out by a judge.
