Both are equally bad on some days.The only thing unique to foul bathrooms is dudes sticking gum in urinals which clogs and floods them, pain in the ass to clean. Women's restrooms have tampon boxes that are foul to clean.Most of this depends on the facility/company and their provided supplies to clean too. Restaurants get less traffic and frequently clean throughout the day. Places with higher traffic such as grocery stores (especially larger ones) will be prone to cleaning less due to facility size and depending on how it is managed lack of access to logistics. In shorter terms, grocery stores have shitty bathrooms because a lot of people go in them and the cleaning supplies are often all the way on the other side of the store where the loading bays are.

oh yeah last week at work i was listening over employee radio someone talking about how one of the toilets in the mens restroom is clogged and that theres shit all over the floor

The ratio of men to women was so skewed that we had two bathrooms and the women had six, they only used four of them on any given day because they destroyed the others. I was a member of student council and in every meeting some woman would bring up how absolutely disgusting the female bathrooms were. They kept clogging toilets so the school placed a plunger into every stall and the women refused to use them, they would just clog the toilet then go whine to the student help desk that a janitor needed to go fix it. They also kept complaining that the bathrooms needed stronger air-freshener plug-ins because they stank so bad. The two male bathrooms were immaculate, worst I ever saw was a wet paper towel on the ground that missed the trash.
