Most countries in world aren't actually countries. I use to work for humanitarian organization in Africa so I saw it upfront. Most of these countries basic services are funded by UN from food, education to health it's entirely set up by foreign donors. Govt only acts as an employment mechanism since only good jobs here is working with foreign company, govt job or a humanitarian agency. The money they get is IMF loans for infrastructure where local governments will attempt to pilfer every penny before beginning work so some projects never end up being successful. AMA

it's ultimately a measure of development.i'm sure there are pockets in the US with self-reliant communities so secluded that you could argue they are their own sovereign entities. but yes, most african countries are literally just the capital city + the world axis approved choice of council (be it from UN, US, Russia, or China) and then the rest of the politically recognized territory is just Mad Max minus the cool cars
