A standard multimeter can measure ohms resistance, anon.

As for what's wrong, my horn stopped working and it looks to be an issue with a wire running from my wheel to a motor that handles my cruise-control. So the car has disabled both the horn and cruise-control for safety.

Not a big issue but I would like the horn to work, but I did this shit scan and happend to dig it up today

you mean the wire connecting the connector and pins together is broken in some way (frayed or exposed)? is there nothing you van do about that but replacement?

If you can find the break you can cut the wire, and splice it back. The alternative is to get new wire of the same guage, the correct crimp terminals and crimp a whole new wire.
