This just means that one rural group of chads is reproducing with an especially scarce group of women at a slightly higher rate than the urban average. Show me a stat about relative male reproductive success in rural vs urban environments, and you might have a point. But the current presentation doesn't take into account how there are naturally more breeding age men than women, how there are relatively more rural men than women so my suspicion is that despite higher reproductive success among women in republican (more rural) areas, there may also be a higher share of men in those areas who fail to reproduce.
