Can't I just make easy money by posting a fake game on Steam?

>create amazing fake screenshots and trailers for a nonexistent game

Even if refunds didn't get in your way, I'm pretty sure Valve has a fail-safe for blatantly false advertising and would remove it from the store as soon as possible even if it got past the entry criteria. It's a low enough bar to have your game greenlight on Steam these days, but not that low.

There's a 2 hour no questions asked refund window on steam, not to mention that if it's quite literally straight up not a real game then you'd be sued for false advertisement.

Not to mention to get any serious money your game would have to be popular and that's obtained more via streamers nowadays than anything else. The best way to make a cynical cashgrab game is to make some sort of asset flip streamer bait (proximity voice chat, multiplayer, rougelike elements, gameplay where you can easily die no always via your own fault so the streamer can farm those epic reaction clips), price it for less than 5 bucks then pray some semi-big streamer tries it out.

Your problem is here, because they'll get a refund.
Even if you're in a third world country, your bank is going to have to pay the money back. And the bank is going to come after you for that money.
