They've told me and my sibling about how they've had to ration milk, millions of rabid dogs roaming the streets, teens becoming drunkards/junkies, urban wars with mapuche, dirty shacks in bumfuck nowhere (arid flatlands with no water for example), roads with trash, every resident is stupid, shitty buses, extreme majority of jobs being hard labour, fucked up looking houses and shoes they made, ect. Even the skyscrapers in Santiago are covered in grime. This was during a military dictatorship too. They didn't just leave that hellhole. Ofc they had to FLEE. If you've heard of Chile not being so bad these days, that's because they trade with China. Their saving grace.
