It does place emphasis on practice over belief, but to practice Buddhism meaningfully, one generally accepts certain propositions like The Four Noble Truths, Karma and rebirth etc. It would be more accurate to say Buddhism is a practice-centered tradition that uses beliefs instrumentally.

I'm sure you know the feeling of having felt you are done with lust, only to see some eye candy and realize it's futile to overcome such desires with mental willpower, the transcendence of lust only unfolds by grace as an effect of metamorphoses.
