Anyway the way to make them back off is to film everything, film them, wear a mask, do not react when they film you, do not be provoked or do anything illegal or mentally ill, emf blocking stuff, post them online, hire PI, do not talk to or get help from police or authorities they're in on it, pray, put cameras in your car and around house, when you have enough evidence go to social media expose channels.
