I think for me the main confusion is that certain underwear is seen by them as "only UNDER-wear". Like how some women complain about guys lounging around the house in their boxers. Aesthetically, wtf is the difference from wearing short shorts? I think it should be fine for people to literally wear underwear only out in the street when it's too hot. It's really not visually different from wearing swimwear within an arbitrary distance of a body of water.
