This thread exemplifies exactly what I dislike about the term "Aryan:" it's a fundamentally foreign term from non-White peoples that's been misappropriated in an attempt to describe the White ideal of blonde hair and blue eyes. Perfectly good terms that actually refer to Europeans/Whites with those light features are already available, just use "Nordic" or even "Germanic" if you want describe Whites with blonde hair and blue eyes. Anyway, to answer OP's questions, yes, a White person reproducing a Middle Easterner is miscegenation. Ask yourself, are Middle Easterners and Whites the same race? No, so it is race-mixing by definition. Would Hitler have allowed it? Maybe, there are always exceptions to rules, but I can't quite identify in what circumstances he would have permitted it.
