Whiteness is almost worshipped in brown societies. And, even if this doesn't affect preferences (it does) many brown people just like lighter skin, they see it as prettier, more delicate and it has the appeal of being more rare. The white women who like brown skin do so for the same reasons, the idea of it being exotic or uncommon.
