I have a girl living in my apartment complex and I see her playing video games all the time on her open window when I walk by. How do I contact her in a non creepy way? I never see her outside and I am not good with talking with strangers. I don't think telling her that I saw her playing video games from her open window outside on the street is a good idea.

If you ever interact with her, pretend like it's the first time you became aware of her existence. Find some excuse to spend a lot of time in a common area of your apartment. Is there a communal kitchen? Do a lot of cooking in there. Teach yourself some recipes. Learn to bake. Is there shared laundry? Use it often, in smaller batches. Go for frequent short walks around your block. etc. Basically try to increase the probability of a chance encounter. If you know some of the games she plays, buy a bunch of tshirts, pins, or other merch related to it. Wear it often. That way if you do have a chance encounter, maybe she'll notice and comment on it, and that can serve as a conversation starter. Otherwise focus on small talk the first few times you interact. If you have a forced prolongued interaction after already interacting a few times, such as she needs to use the sink while you're cooking, then maybe introduce yourself and ask her name. Try to turn it into a longer conversation. Try to sneak in a mention of some interest you have that you know she shares.
