Not how it works. People learn shit well into their middle age and later. There are also things that literally increase your neuroplasticity, such as certain medications and... trying to learn new things.

Go look at the mountains of resources available online. Start drawing every day. Be consistent. In a year or two you can draw whatever hentai you want to make.
