I took 6 years of German education (3 in hs and another 3 in college) and I'm still not fluent and I never will be. I don't have the vocabulary memorized and if I can't do a direct word for translation in my head then I stutter and panic instead of trying to work around my limitation. Add that to my innate narcissism and wanting to be seen as smart meant that unless I was 100% positive I was correct I would never say anything in class. I never thought natively in the language either, my process was still 'thought' in English -> mental translation ->'thought' in German. By the time you're reaching higher levels of language instruction you're supposed to think in the other directly but I never did.
