To terrorize and control your human subjects you need actual boots on the ground to search homes, find contraband, interview people for insurgents, and stop riots. If they are humans, you can arrest or punish people for killing them. If they are robots, they are just a stack of minerals. They have no life, so no murder or maim is commited. Punishing people for murder for destroying machines will have leaders hung with piano wire.Also Quadcopter drones are absolutely not "impervious", and having them shoot at civilians will absolutely have leaders (or at least those responsible for their manufacturing) once again, you guessed it, hung with piano wire.
