The entire point of our justice system is rehabilitation, not punishment. No amount of punishment will bring back a life after all. So why punish? To stop it from happening again. For some people the only way to do that is imprisonment.
Even making amends, be it apologizing sincerely and or financial recompense doesn't make that time of suffering not happen, so at a certain point the question becomes "yeah, it happened, it won't happen again, what do we do now?"
Unless your answer is to just kill them then there has to be a way for them to rejoin society.
Keep in mind that while they're locked up they cost you in taxes, and all the added difficulty in keeping a job costs you via taxes (welfare).

But it is some level of actual atonement and an attempt at making things right. It's not going "oh god forgives me so I'm a good person now and don't have to do anything to make things right".
