They won't do it, because legality of drugs will overall decrease the total amount of loosh they can farm off populations. Drugs are pretty damn good weapons against fear, pain, and despair, even when the cost is some years off lifespan. They are God's gift to a man to make tolerating physical plain easier. There's plenty of drugs that are much less harmful than alcohol, even some 'hard drugs' but governments either had a knee jerk reation or saw banning them as a tool to stop certian politically threatening movements. I wouldn't go full lolbertrian and have shameless sale of any and every drug known to man sold in prepared hyperdermic needles but they're plently that could be sold as a mixed drink like alcohol is.
