I would highly recommend listening to the podcast Sold a Story if you want to understand why the state of literacy is so shockingly bad in the US.The short version is a lady from New Zealand observed the techniques that bad readers use to cheese their way through reading things, assumed that's how everyone learned to read, and then somehow duped the US into teaching that instead of phonics.
