The big difference between men and women is that men know there is a 99% chance of rejection, while women know there is a 50+% chance of getting a yes. The main factor that would make them get rejected is the guy having a girlfriend already, but the risk for women is significantly lower. They'd rarely get rejected, they would get recorded, they won't be accused of harassment, the man won't be annoyed like she would.
