You're supposed to remove the protective lid before drawing from a vial. You won't be able to pull it out now because you were double retarded and used a slip tip instead of luer. You probably won't even be able to draw any oil into the syringe to begin with since you used a 28 gauge needle like an idiot.I draw with a 21 gauge and inject with a 25. It's a lot slower but much lower risk of scar tissue which can make injections more difficult in the future. An important consideration when you are rotating between your sites with twice weekly shots.

Underneath the top is a crimp ring which holds the butyl stopper in place beneath. You draw the drug through the butyl stopper. A needle as thin as the one in op's image would not be able to pierce through the top seal, it would bend.

There's ampoules but they're pretty rare now, digoxin is the only one I still see. It sounds clicky but no tab, it's just breaking the glass neck open. Some iv bags that aren't premixed have the bottle sealed in the bag of saline so you pull the top of so the liquid can enter the bottle and take forever to mix while you shake the hell out of it.If you're not fucking with me please share a picture. The clicking tab sounds interesting. Some of our lantus has a twisty top to measure a dose but they're inconvenient compared to just drawing from a regular vial.
