Because some women like to pretend they're not like other girls and that they're totally dominant, which of course always turns out to be a lie or an exaggeration. Domineering is the actual word that they mean, I think. It involves how you treat other people - it's negative thing. Dominant is neutral and more strong and in charge.
Someone who is domineering might not necessarily be dominant, they're more of a pain in the ass or a bully.
