Most red hair is among Ashkenazi jews who are actually southern Italians. Of course this region is not renowned for redheads, but Ashkenazi jews subsequently spread through Europe where they likely picked it up. Inbreeding and the founder effect likely played a role due to the unusual Jewish lineage with many migrations, bottlenecks and sudden expansions in population such as the shtetls in eastern Europe. Though how the genes responsible spread and increased in frequency exactly would require an exhaustive DNA study.
