We're operating off the Eurocentric model of attractiveness which is just a watered down version of old world attractiveness pale skin(noble who didn't do any work) long well kept hair(affluence and good upbringing)

We generally have things we, as humans, find attractive

Because we develop societies and cultures, all of which have different signs which can recognise a different desirable trait to that culture. A culture can deliberately fatten up it's women, put gaudy jewellery in gross areas, bind their feet because they signify other desirable traits, but it doesn't change the fact that in writing there's almost universal human preferences for different traits

You tend to see a pretty common tendency for both genders to prefer long hair, but this can be overcome by culture. This photo is still weird

But I can still tell she's beautiful without hair and while hair would improve her look it's not enough to ever be a deal breaker like it is for men. It probably is just due to the fact that most men are inherently ugly from the get go where hair is one of the few neotenous features retained past puberty have that helps keep you looking young.
