But even then, there's nothing on the Moon beside tourism and theoretically a cheap supply of oxidizer for refueling rockets. The actual value in space settlement beside maybe space solar power is the 0g environment which makes for better crystal growth for medicine, metallurgy, computer chips, etc, but right now the cost to space is too high and these super products don't offer enough advantage to make up for it. Hell, that one asteroid Apophis that will come super close to Earth in 3 years has many years worth of resources inside it and it's only like 250 meters across.
