It isn't, it hasn't ran out, governments have released their emergency supplies and the last shipments of oil are arriving. Once this hits its going to hit like a truck, imagine 20% of energy gone. Everything is going to be so fucked for months on end. Up till now the ships that left the strait before the war were still arriving, governments were managing this conflict as if it was only going to last a few days or weeks at most.
