I think those that were educated to some degree back then were definitely smarter than an average college graduate from the last decade, but I don't know if a poor person would be any smarter. If you were to take an educated person from back then and bring them to this time period, I think they would have no trouble catching up on things like scientific knowledge and comprehending technology.
